After long negotiations, the German
Bundestag approved a series of measures designed to reform the
residential tenancy laws in December 2012. The majority of the new
regulations came into effect on 1 May 2013. The measures relate in
particular to energy efficiency improvements and heat
supply contracts with third parties. Furthermore, the federal
states are empowered to lower the maximum permissible rental
increase for areas with particularly acute housing shortages.
